Information of agricultural cooperativs in Vietnam
GENERAL INFORMATION
In recent years, with the attention of the State - Government of Vietnam, agricultural cooperatives in Vietnam have had many positive changes in both quantity and quality of operations. By the end of June 2025, Vietnam has 22,334 agricultural cooperatives, accounting for about 67% of the total number of cooperatives in all fields, attracting more than 4 million members, most of whom are farming households.
The agricultural cooperative model in Vietnam is helping small farmers reduce production costs, reduce land fragmentation, apply the same production process, and create agricultural products with quality, safety. Agricultural cooperatives in Vietnam have gradually become an important bridges in developing the value chain linking production, processing and consumption of agricultural products; is an important premise to promote the formation of small and medium-scale agricultural production, processing and consumption complexes in many concentrated agricultural commodity production areas. In addition, many agricultural cooperatives have participated in providing services in rural areas such as ecotourism, internal credit, marketplaces management, environmental sanitation, clean water and many other services, with the goal is to bring maximum benefits to members and the community.
The above results are obtained because The collective economy and cooperatives have always been the issues the Party and State of Viet Nam express major concern about in the process of national construction and development.
Vietnam focuses on raising awareness in the entire political system and the people; perfecting the institutional environment; creating favorable conditions for cooperatives to develop by promulgating Resolutions of the Party Central Committee on continuing innovation, development and improvement collective economic efficiency in the new period; Policies and laws on collective economics are focused on being built and completed in accordance with each of the stage of development (Vietnam has developed and amended the Law on Cooperatives 4 times, especially in 2023, the Law on Cooperatives has just been promulgated with many new things added and perfected to suit new practical needs); The National Assembly promulgates a Resolution setting out the objectives of agricultural cooperative development; The Government has issued many projects, resolutions, programs and policies to support the development of cooperatives in general and agricultural cooperatives in particular.
The agricultural restructuring program, the new rural program, the OCOP product development program create a development playground, promote investment attraction in agriculture, develop processing and export technology, and build agro – forest –fisheries material areas ... paved the way for collective economy, agricultural cooperatives
Vietnam's Agriculture and Rural Development sector determines the task of reorganizing production, building links in the value chain of agricultural products and developing the farm economy and cooperatives and is one of the three pillars of the process of restructuring the agricultural sector and building new rural areas, considering the collective economy and cooperatives as important tools and solutions (pillars) to implement agricultural and rural development goals.
However, innovating and improving collective economic efficiency in Vietnam still has many difficulties, not promoting the organizational role well, improving the quality of services for agricultural production, especially in processing, preserving, packing, transporting and consuming agricultural products; Operational efficiency is not high. The main reason is that there are still many small-scale agricultural cooperatives; the qualifications and management and administrative capacity of the management staff, especially the capacity of the leader are still limited; the role of connecting farmers with enterprises through value chain is not high; preferential policies, supporting the development of agricultural cooperatives are still inadequate, limited and scattered in policy implementation; lack of action plans, plans and specific solutions, especially at the grassroots level.

STATE MANAGEMENT AGENCY OF AGRICULTURAL COOPERATIVES
1.The Ministry of Planning and Investment of Vietnam shall take charge of assisting the Government in performing state management of artels, cooperatives and cooperative unions.
2. Within the ambit of their assigned tasks and powers, Ministries and ministerial agencies shall perform state management of artels, cooperatives and cooperative unions in accordance with regulations of law.
3. People's Committees at all levels shall perform state management of artels, cooperatives and cooperative unions under their jurisdiction, and implement measures for development of artels, cooperatives and cooperative unions included in their local socio-economic development programs.
4. Within the ambit of their assigned tasks and powers, Ministries, ministerial agencies, relevant agencies and People's Committees at all levels shall make connection and share information with the national cooperative information system.
5. Regulatory authorities shall cooperate with the Central Committee and member organizations of Vietnamese Fatherland Front, representative bodies, Vietnam Cooperative Alliance system and other organizations in disseminating and organizing the implementation of regulations and laws on artels, cooperatives and cooperative unions; implementing programs and projects on development of artels, cooperatives and cooperative unions.
At centrel level: Department of Cooperatives and Rural development is under Ministry of Agricultural and Environment takes incharge of state management on agricultural cooperatives DCRD
