Ministry of Cooperatives and Rural Development
The Ministry was founded as the Ministry of State Cooperative and Commodity Distribution on 5 April 1951 and organized as the Ministry of Civil Supply and Cooperatives on 26 March 1962. When it was separately formed as the Ministry of Commerce it was changed exclusively to the Ministry of Cooperatives on 18 June 1965. The Ministry of Cooperatives was changed and organized as the Ministry of Agriculture, Livestock and Irrigation on 30 March 2016 by merging the Ministry of Cooperatives, the Ministry of Livestock, Fisheries and Rural Development and the Ministry of Agriculture and Irrigation. On June 17, 2021, the Ministry of Cooperatives and Rural Development was reorganized by the Notification Letter No. (140/2021) of the State Administration Council. The new reorganized Ministry of Cooperatives Department is composed of four departments namely Cooperatives Department, Department of Rural Development, Small-Scale, Industrial Department and Department of Rural Road Development, and has been started leading by the Union Minister, (24-6-2021) and the Deputy Minister U Myint Soe (4-4-2022).

The Cooperative Department is under the Ministry of Cooperatives and Rural Development which was reorganized by the State Administration Council of Myanmar on June 17, 2021. The Cooperative Department focuses on Organizing, Educating, and Regulating all cooperative societies in Myanmar. There are over 40,000 various kinds of cooperative societies, with more than 4.2 million members. The vision of Cooperative Department is to promote the socioeconomic development of rural communities in Myanmar.
- Five Policies for Cooperative Development
- To support the formation of cooperative societies, including monitoring and evaluation requirements as per the Cooperative Laws and Procedures, and to conduct Cooperative Education Trainings.
- To support viable agribusiness initiatives, including investment in machineries and equipment, of cooperative enterprises, through innovative financing and existing microfinance credit programs
- To uplift the economic, education, health, and living standard of family members of cooperative societies, in collaboration with relevant organizations.
- To link with international cooperative organizations for productive collaboration.
- To build the capacity of cooperative societies focusing on production, service provision, and trade aspects.
